I. Introduction
We present charges against the Pakistan and its state officials for crimes against humanity, war crimes, and genocide committed against the Baloch people, with a particular focus on the targeting of civilians, including children. These acts constitute violations of international law, including:
- The Genocide Convention (1948)
- The Rome Statute of the International Criminal Court (1998)
- The Universal Declaration of Human Rights (1948)
- The International Covenant on Civil and Political Rights (1966)
II. Charges Against the State of Pakistan
The Baloch National Movement (BNM) charges Pakistan with the following crimes under international law:
1. Genocide (Article 2, Genocide Convention)
Pakistan’s actions constitute genocide against the Baloch people by:
- Killing members of the Baloch nation – Extrajudicial executions, including targeted killings of civilians, journalists, and human rights activists.
- Causing serious bodily or mental harm – Systematic use of enforced disappearances, torture, and inhumane treatment.
- Imposing conditions intended to destroy the Baloch nation – Starvation, economic blockades, and military operations causing forced displacements.
2. Crimes Against Humanity (Article 7, Rome Statute)
Pakistan has engaged in:
- Enforced disappearances – Thousands of Baloch activists, students, and intellectuals have been forcibly disappeared.
- Extrajudicial killings – Unlawful use of force against peaceful protestors, including children.
- Torture and inhumane acts – Systematic torture of detainees in secret military prisons.
- Persecution – Targeted suppression of Baloch culture, language, and national identity.
3. War Crimes (Article 8, Rome Statute)
Pakistan’s military forces have committed war crimes through:
- Targeting civilian populations – Attacks on non-combatants, including aerial bombardments on villages.
- Use of chemical weapons and heavy artillery – Reports of toxic gas usage in Balochistan.
- Execution without trial – Arbitrary executions of detainees without due process.

IV. Legal Demands and International Intervention
The Baloch National Movement (BNM) demands:
- Formal investigation by the International Court of Justice (ICJ) into Pakistan’s actions in Balochistan.
- Sanctions against Pakistan for state-sponsored terrorism and human rights abuses.
- Immediate intervention by the United Nations and international human rights bodies to stop the ongoing genocide.

The atrocities committed by the State of Pakistan in Balochistan meet the legal definition of genocide and crimes against humanity. The international community must not remain silent in the face of such grave violations. We call upon the ICJ to take immediate action and ensure justice for the people of Balochistan.
