BNM Central Committee Meeting Announces Plan to Intensify Global Diplomatic Campaign Against Collective Punishment

The fifth meeting of the Central Committee of the Baloch National Movement (BNM) was held under the chairmanship of Dr. Naseem Baloch. During the session, a vacant seat on the Central Committee was filled through election, and performance reports were presented by the Foreign Affairs, Human Rights, Information, and Welfare Departments.

The meeting included detailed discussions on organizational matters, party finances, the overall political situation in Balochistan and the region, and the recently announced policy of collective punishment by the state of Pakistan. Several important organizational and political decisions were also made.

Addressing the meeting, Chairman Dr. Naseem Baloch stated that the Baloch nation is currently facing severe human rights violations. He said that Pakistan is subjecting the Baloch nation to what he described as genocide, enforced disappearances, extrajudicial killings (the “kill and dump” policy), collective punishment, and forced displacement. He asserted that these actions are not merely acts of repression but constitute a systematic strategy of collective punishment aimed at weakening the national existence of the Baloch nation and crushing their national movement.

He added that despite the harshest conditions, the Baloch nation remains committed to its national struggle and continues to make sacrifices. After 25 years of what he described as the brutal and continuous use of military force failing to suppress the movement, he claimed that the Pakistani state has resorted to inhumane measures such as collective punishment. According to him, the objective is clear: to force the Baloch nation to abandon its national struggle at any cost.

Dr. Naseem Baloch further emphasized that efforts at the international level in support of Baloch national freedom and to expose state terrorism would be intensified. He announced that the global diplomatic campaign for national liberation would be accelerated, and that the case of Balochistan would be more effectively presented in international media, human rights organizations, and parliamentary forums. He also stated that the capacity of the Foreign Affairs and Human Rights Departments, along with other party institutions, would be strengthened.

He noted that as a national political party, BNM bears a dual responsibility: on the one hand, to organize resistance and raise political awareness within Balochistan, and on the other, to effectively represent the Baloch national cause at the international level. Therefore, the interpretation and implementation of the party program is not solely the responsibility of the cabinet but a collective duty of the Central Committee and all members. Under the current circumstances, he stressed, it is imperative to utilize the party’s available time, resources, and energy in a more organized and coordinated manner.

He expressed satisfaction that despite war-like conditions in Balochistan, party activities continue domestically, while internationally the party remains active on diplomatic and political fronts through its chapters and Foreign Department. He said that the party is striving to highlight the Baloch national question through participation in international conferences and seminars, as well as through engagement and drafting efforts with officials from major countries.

Addressing the Central Committee meeting, Secretary General Dil Murad Baloch stated that the policies of any national party are not limited to the party itself, a specific timeframe, or the tenure of a particular leadership; rather, they reflect the broader national movement and the struggle for national survival. Although the current setup is approaching the end of its term, he said, the policies formulated today are not confined to a single session but will lay the foundation for the next phases of the movement.

He further remarked that for him, the true meaning of unity lies in intellectual harmony and trust between the party’s internal institutions, leadership, and rank and file. Differences in opinion and separate viewpoints should be managed within institutional frameworks, which is a sign of organizational maturity. However, he stressed that no compromise can be made on ideological principles.

Dil Murad Baloch said that all participants are part of the national movement, and that the current Baloch struggle is a comprehensive movement formed through the collaboration of various political and social components. Each party and organization involved plays an independent role within its own organizational identity and intellectual framework. This autonomy, he noted, has ensured responsible decision-making and better outcomes, fostering strong and confident organizational roles.

He said that mutual interdependence is a natural reality in every sphere of life, including the political process. Such interdependence must be based on mutual respect, consultation, and trust—not at the expense of the autonomy of any organization or party. It is this kind of harmony that strengthens the movement and enables all its components to play an effective role.

He underscored that before making any major strategic decision, it is essential to seek the views of various circles and stakeholders within the movement. According to him, decision-making based on consultation and mutual respect not only strengthens unity but also enhances the moral and political credibility of the movement.

Dil Murad Baloch further stated that prolonged subjugation and the power-centered structure of the Pakistani state have also influenced their political culture, creating the impression that, apart from the armed front, other components of the movement are of secondary importance. He described this as an extremely harmful trend that benefits no one and amounts to a national loss. Imbalance among the components of the movement, he warned, would create a negative perception internationally—something the Baloch cannot afford under any circumstances.

In conclusion, Dil Murad Baloch emphasized the need for self-accountability. He said the party must honestly assess its organizational position, membership, cadre direction, and political influence. A structured political strategy and an effective global diplomatic campaign are national necessities, he concluded, and only a wise, balanced, and forward-looking political strategy can guide the movement in a secure and effective direction.
